Should dogs owners have to have a license and be limited to the number of dogs they own, I think not, better a dog owner driving test.
Far to many dogs are out of control in public because their owners don't know how to control them.
Then the there is the issue of antisocial aspects of dog ownership, poo every where, bigger fines for none picker uppers, proper fines for all anti-social behaviour, whether it's dog related or not, a dog can be deemed to aggressive by current legislation if it causes a member of the public to be worried by it's behaviour, why not aplly the same rule to yobs walking down the street shouting and being boisterous?
I think also breeders should be limited to a reasonable number of dogs if pet owners are limited, breeding is part of the problem, far too many puppies are being born, dogs are far to readily available, they have become just another commodity, the RSPCA alone last year killed in excess of 65,000 animals, not that the RSPCA are a charity to be put up as an example in any way, we'll save a rant for them for another day.
I think the real problem is successive weak governments who are unwilling/unable to put their back in to formulating sensible, effective legislation, an owning test, just like the driving test could be made mandatory, this could easily be funded by a a levy on pet products.
The pet industry is huge, and one of the few not have taken a hit through the recession, the profits are in the billions, funding a system would be no problem with a levy of a few pence on each item sold.
